Financial Incentives

Foreign film and television production incentives – scripted and unscripted:
This incentive is aimed at attracting small to large budget films and television productions that will contribute towards Malta’s economic development and international profile.

Benefits:
40% rebate of qualifying Malta, European and UK expenditure. The incentive is uncapped except for above-the-line at €5 Million, including all nationalities.

Eligibility criteria:
Foreign companies must use a registered local production service company.
Minimum spend in Malta must be €100K with overall budget exceeding €200K.

Qualifying productions:

  1. Feature films;
  2. Television production (including film, series or mini-series including pilots);
  3. Creative documentary – A creative documentary is a project based on an original theme which contains a certain “timeless” element so that there is no loss of interest when the event with which it may be linked has passed and contains significant original filming and does not merely report information;
  4. Reality programs (scripted/unscripted) – The reality program may be live or recorded which directly or indirectly promotes the Maltese Islands and its culture abroad;
  5. Game shows – The game show may be live or recorded which directly or indirectly promotes the Maltese Islands and their culture abroad.

Film and television co-production incentive:
The main purpose of this fund is to encourage collaboration between Maltese and foreign companies to produce feature films, television films, television series, mini-series, animation, creative documentaries, transmedia and cross-media productions intended primarily for cinema release, broadcast, and suitable for international distribution. The co-production treaties we have are with Europe, UK, Canada and China.

The total budget available under the Malta co-production fund is €1 million per annum. The amount of the financial contribution to be awarded will be determined within the limits of the available budgetary resources and with regards to the cost and nature of each proposed action.

Eligible formats are feature films, telemovies, television drama series, documentaries, animation and short-form animations.
